Technology Policy

The growth of the technology industry points to valuable new opportunities for businesses, jobs and economic stimulus for our communities. It is imperative that Pennsylvania's legislative and regulatory climate encourages access to these technologies, as well as encourages the expansion and location of such entities by enhancing the attractiveness of the Commonwealth. Specifically, the Pennsylvania Chamber promotes:

. The development and implementation of coordinated technology infrastructure that is designed to maximize efficiencies;
   
. Utilizing existing agencies to establish a plan to benchmark technology transfers among academia, state and federal government agencies, military and private industry;
   
. Innovations that encourage existing companies to invest and use the newest technologies and attract new companies to the Commonwealth;
     
. Balanced, appropriate and reasonable cyber-security measures that protect consumers and protect private industry against industrial espionage while keeping Pennsylvania's businesses free of egregious mandates and sanctions;
      
. The elimination of impediments, such as extraneous taxes and regulations, to the telecommunications and technology industries that hinder their ability to compete in today's global marketplace;
   
The Chamber opposes:

. The creation of a bureaucratic structure to oversee the development of the technology infrastructure; existing agencies, such as the PUC, perform this function adequately; and
     
. Publicly owned and or subsidized entities creating and operating technology infrastructures unless private industry demonstrates an unwillingness or inability to serve a given constituency.
