Bill would help small business employees impacted by recession

'Mini-COBRA' bill would help workers continue health-care coverage

Legislation (H.B. 1089) that would allow for the continuation of employer-based group health insurance benefits for employees and eligible dependents of businesses with two to 19 employees is advancing in the state General Assembly.

The "mini-COBRA" bill was recently passed by the House of Representatives and is now pending in the Senate Banking and Insurance Committee.

Supported by the PA Chamber, the mini-COBRA bill would enable individuals to take advantage of the COBRA subsidies made available under the Health Insurance Assistance for the Unemployed Act of 2009 and the American Recovery and Reinvestment Act.

The legislation is a positive step towards expanding health-care insurance, as the bill provides a mechanism for those who separate from employment with a small employer to access coverage and utilize the current COBRA subsidies.

In order to help employers understand recent federal and anticipated state changes to COBRA, the PA Chamber Foundation will hold a free educational roundtable on Tuesday, July 28 at the Sheraton Harrisburg-Hershey.
