PA Chamber joins nationwide business community in fight for reasonable regulation
Signs letter urging Congress to pass EPA Regulatory Relief Act
The PA Chamber, along with numerous nationwide business
groups and individual companies, has signed on to a letter
to Congressional leaders in support of the proposed federal EPA Regulatory
Relief Act, which would allow the agency more time to revise rules (Boiler MACT)
that will place costly, overly burdensome restrictions industrial, commercial
and institutional boilers if allowed to go into effect.
The proposed legislation would ensure that EPA is given more
time to consider the widespread concerns of the regulated community. Business
leaders have stressed that if the Environmental Protection Agency’s existing rules
are implemented, there could be “serious economic impacts on a vast array of
facilities,” which could put tens of thousands of high-paying manufacturing
jobs at risk. The letter to federal legislative leaders expressed that the
current rules are unreasonable for real-world boilers, too costly given the fragile
state of the economy, and detrimental to job creation and economic security.
Even the EPA has openly acknowledged the flaws in the final
rules, pointing to the quick court-ordered deadline for adoption. The agency’s
request for more time to develop new rules is currently being challenged in
court. This latest development was the catalyst for the introduction of the EPA
Regulatory Relief Act, which would allow for an additional 15 months to
re-propose and finalize Maximum Achievable Control Technology regulations.

PA Chamber members have long expressed concern that
EPA’s overreach could have a devastating economic impact on businesses still
struggling from the recession. Enactment of the EPA Regulatory Relief Act will
enable the agency to develop reasonable boiler emission regulations in a way
that benefits public health and the environment while not jeopardizing economic
recovery and jobs.
