Event Description

2019 Fall Regional Environmental Conference Series—a complement to our very popular Annual Environmental Conference, the Fall Regional Environmental Conference Series presents detailed, practical solutions on several highly focused topics that are not only “hot,” but that are some of the most difficult to understand and comply with, as well as those receiving special emphasis in regional areas of the state. 

The Pennsylvania Chamber— renowned for its effective compliance programs—presents the state’s foremost authorities to provide updates, explain changes and new strategies, and help companies understand what they need to do—all in one day and in your region:

  • Environmental Law under the State Constitution—several PA Supreme Court decisions interpreting the 1971 Environmental Rights Amendment to the state constitution have upended how environmental and economic considerations are balanced. Environmental groups are increasingly litigious, and cases related to zoning may have broad implications on economic development.  We will describe the potential challenges, get you up to speed, and provide best practices.
  • New! Allegheny County Air Quality Permitting—In the Pittsburgh area, the Allegheny County Health Department handles air quality permitting and regulation enforcement rather than DEP.  We will walk you through what you need to know, and describe their emphasis and compliance priorities.
  • New! Changes to the Fill Policy—DEP is currently making changes to the management of Fill Policy that are supposed to be finalized over the summer of 2019.  We will provide an update on what determines if fill is clean or regulated (and then classified as waste), testing requirements, best management practices for compliance moving forward, and considerations under the Residual Waste Law.
  • Updated! Aboveground Storage Tanks regulations went through sweeping changes and into effect in Dec. 2018.   Aboveground Storage Tanks may require a simple registration, or a Site-Specific Installation Permit and possibly an Air Permit.  We will provide an overview of the requirements for each and a pathway to compliance, including the registration process or the application review process, and specifications that need to be included.
  • Industrial Stormwater General Permit Compliance—in Pennsylvania, the U.S. Clean Water Act’s National Pollutant Discharge Elimination System (NPDES) General Permit for Discharges of Stormwater Associated with Industrial Activity (PAG-03) is implemented through the Department of Environmental Protection (DEP). In September 2016, DEP published changes and new requirements for facilities under the PAG-03 General Permit.  The changes continue to cause confusion among businesses, and are a top requested educational topic.  We will cover some of the most significant changes with practical suggestions to help companies comply.
  • Environmental Update—an update on pending environmental policy issues and changes that may occur in 2020 for all locations.
