He is a Professional Engineer licensed in 28 states and is extremely knowledgeable about our business and the AEC industry as a whole. Clayton’s team-oriented leadership style and his proven track record of business development has helped evolve RETTEW from a mid-Atlantic firm to one now developing and delivering services throughout the United States. His expertise drives the company’s aggressive growth strategies in our focus markets. Clayton is always at the forefront of relevant market trends and is a leader in strategic discussions with both in-house staff and with key clients and partners. George Stark is a seasoned public affairs strategist with over 30 years of experience in government relations, communications, and community engagement. He most recently served as Director of External Affairs at Coterra Energy, where he led the company’s public relations, community outreach, advertising, and political affairs initiatives. Throughout his career in Pennsylvania and Maryland, he earned recognition for his political judgment, ability to communicate complex policy issues, and success in building collaborative stakeholder relationships.A Political Science graduate of Dickinson College, George retired from Coterra in January 2025. Ned Allis is a senior vice president at GFT and leads the firm’s Valuation and Rates Business Line, bringing two decades of experience advising electric, gas, and water utilities across North America. His primary focus areas include depreciation and asset valuation, regulatory strategy, and long-term investment planning. He leads multidisciplinary teams in developing service-life and net salvage analyses, building depreciation models, and conducting scenario-based evaluations to support evolving energy systems. His work helps utilities meet regulatory requirements while balancing financial performance and customer cost impacts.Allis’ industry experience includes leading complex valuation and depreciation studies, supporting major rate cases, and advising on the financial implications of infrastructure modernization. He has spent his career at GFT, building deep technical expertise while also contributing to the industry as an instructor and published author on depreciation and ratemaking practices, and advancing internal analytical tools and methodologies.
