If you want to stop data centers, are you willing to stop using the technology they power?

Data centers are the invisible infrastructure behind our digital economy.

They store, process, and move the information that makes possible the technology, services, and conveniences Americans use every day — from smartphones and social media to online banking, streaming, artificial intelligence, health care, and modern ways of doing business.

Yet policymakers across the country are proposing moratoriums and other restrictions that would make it harder to build the infrastructure behind these services.

So, we have a simple proposal:

Any proposed legislation to ban data center development in Pennsylvania should include a No Technology Pledge amendment.

PENNSYLVANIA DOESN’T HAVE TO CHOOSE

There are legitimate questions surrounding data center development.
Communities deserve transparency.
Residents deserve a meaningful voice in development decisions.
Energy and water resources must be planned responsibly.
Consumers and ratepayers should be protected.
Developers should be held to clear standards.

The answer to those concerns does not have to be a moratorium.

Pennsylvania can establish clear rules for responsible development while continuing to compete for the investment, jobs, and innovation that will shape the economy of the future.

Through its Energy & Innovation Institute, the PA Chamber is working with policymakers, employers, and local leaders to advance a responsible data center strategy that:

  • Protects consumers and ratepayers.
  • Strengthens Pennsylvania’s electric grid.
  • Supports investment into local communities.
  • Encourages responsible energy and water planning.
  • Positions Pennsylvania to lead in innovation and economic growth.


The Institute’s Model Ordinance for Responsible Data Center Development provides communities with a framework for addressing local concerns while keeping the door open to responsible investment.
