The state’s Independent Fiscal Office is projecting a surplus of more than $800 million to close out the current fiscal year, and the governor and legislative leaders appear to be in agreement that additional revenues should go toward the Rainy Day Fund to help the state withstand any future economic downturns.  With seemingly bipartisan consensus on this front, could Pennsylvania have an on-time or early budget agreement this year? Or, will the partisan disagreements on issues like the minimum wage or targeted taxes on the natural gas industry derail these efforts?
