Senate Majority Leader Joe Pittman is serving his first full term in the Pennsylvania Senate. Joe is a lifelong resident of Indiana County, and represents the 41st Senatorial District in Armstrong, Indiana, Jefferson and Westmoreland counties.

As leader of the Senate Republican Caucus, Joe works with his colleagues to ensure the rights of Pennsylvania citizens remain safeguarded. He has been a champion for advancing legislative initiatives to create jobs, implement infrastructure improvements, support law enforcement and limit government overreach.

Prior to being elected by his colleagues to serve as majority leader in 2022, Joe served as chairman of the Senate Urban Affairs and Housing Committee, vice chairman of the Senate Environmental Resources & Energy Committee, and as a member of the Appropriations, Banking & Insurance, Consumer Protection & Professional Licensure, and Judiciary committees. He was also a member of the Pennsylvania Infrastructure Investment Authority (PENNVEST) Board of Directors.

Thanks in large part to his parents John and Mary Ann (Yevchak), Joe learned the importance of service and civic leadership at a young age. He has carried on the enduring tradition of working to better his community by serving as a past board member of the United Way of Indiana and as a member of the Purchase Line Red Dragon Foundation. Joe is also a life-member of the NRA, as well as a member of the Indiana County Republican Committee, Ford City Sportsmen’s Association and the Indiana-Franklin Lodge #313.

Prior to joining the Senate, Joe served as former Sen. Don White’s chief of staff. In that role, he developed strong working relationships with members of the General Assembly, legislative staff and officials across several state agencies.

Joe holds a bachelor’s degree in Political Science from Penn State University.

Joe resides in Indiana County with his wife Gina (DiMaio) and their four children: Joe Jr., Sam, Rosie and Frannie. He and Gina are members of the St. Thomas More University Parish in Indiana.

 

As the 78th Treasurer of the Commonwealth of Pennsylvania, businesswoman and retired U.S. Army Reserve Colonel Stacy Garrity is focused on transparency, cutting waste and fees, returning more than $4.5 billion in unclaimed property to its rightful owners, and making education affordable for Pennsylvanians. Stacy understands the challenges that Pennsylvania families face, and she brings the same common sense that people use to manage their own finances to the Treasurer’s office.

Stacy served a remarkable three deployments in the Army Reserve in defense of the United States: in 1991 in Operation Desert Storm, in 2003 in Operation Iraqi Freedom, and in 2008 in Operation Enduring Freedom. She was awarded the Bronze Star twice for exceptional service and received the Legion of Merit before retiring from the Army Reserve with the rank of colonel.

As Pennsylvania Treasurer, Stacy oversees an office of more than 300 employees and is tasked with protecting more than $150 billion in state assets. Among her many duties, she serves as a fiscal watchdog for the state and manages the PA 529 College & Career Savings Program, Keystone Scholars, and the PA ABLE Savings Program, which helps people with disabilities save without fear of losing important benefits. She also administers the state’s unclaimed property program. Stacy was elected on November 3, 2020, and was sworn into office on January 19, 2021.

Since taking office, she has worked to make PA 529 accounts work better for Pennsylvanians of all backgrounds by cutting fees (saving account holders more than $11 million), eliminating the minimum deposit required to open an account, and allowing families to make contributions as low as $1. During her tenure, the number of PA 529 accounts has grown to more than 296,000 while total assets have grown to more than $7.3 billion.

Stacy has also cut fees for PA ABLE. Under her leadership, the number of PA ABLE accounts has grown to more than 8,500, and total PA ABLE assets have nearly tripled to over $115 million. She was elected as the inaugural Chair of the ABLE Savings Plan Network, a group formed by the National Association of State Treasurers, and she was a vocal advocate for the federal ABLE Age Adjustment Act, which will make ABLE programs available to an additional 6 million people with disabilities – including 1 million veterans.

Stacy is committed to making it as easy as possible for people to receive unclaimed property which belongs to them. She oversaw the first systemwide upgrade to Treasury’s unclaimed property system in more than 15 years, implemented a fast-track return system for simple claims, introduced the use of direct deposit payments, and added Pennsylvania to the national website MissingMoney.com. To date, she has returned more than $600 million of unclaimed property to its rightful owners – including a record-setting $273.7 million in Fiscal Year 2022-23.

As a veteran, Stacy is also focused on returning the hundreds of military decorations being safeguarded in Treasury’s vault. These medals and other decorations usually come to Treasury from forgotten safe deposit boxes and include dog tags, medals, campaign ribbons, Purple Hearts, and even Bronze Stars. She has returned more than 410 military decorations to the veterans who earned them or their families, including 10 Purple Hearts and 3 Bronze Stars.

Committed to her local community, Stacy serves on the board of Bradford County United Way and is a trustee of Guthrie Robert Packer Hospital in Sayre.

She is married to Daniel Gizzi, a project analyst at Corning Incorporated. She worships at Christian Life Church.

As State Treasurer, Stacy serves as Chair of the Board of Finance and Revenue and is also a member of the following boards, commissions and committees: State Employees’ Retirement System (SERS) Board, Public School Employees’ Retirement System (PSERS) Board, Pennsylvania Municipal Retirement System (PMRS) Board, Board of Commissioners of Public Grounds and Buildings, Pennsylvania Housing Finance Agency, Tuition Account Program (PA 529) Advisory Board, State Public School Building Authority, Pennsylvania Higher Education Facilities Authority, State Workers’ Insurance Fund Board, Mine Subsidence Insurance Board, Delaware River Port Authority, Pennsylvania / New York Joint Interstate Bridge Commission, Pennsylvania Gaming Control Board (as a non-voting member), Pennsylvania Community Development Bank Operational Committee, and Local Government Records Committee.

Josh Kail, R-Beaver, is Chairman of the House Republican Policy Committee. He was also chosen to sit in as a member of the House Rules Committee.

A lifelong resident of Western Pennsylvania, Rep. Kail is a legislator who works to protect taxpayers, reform Harrisburg, and bring family-sustaining jobs to the 15th Legislative District.

He has long understood the importance of controlling taxes while modernizing education, as well as the need to put an end to job-killing overregulation and to apply conservative solutions to our state’s challenges.

Prior to running for office, Rep. Kail worked as an attorney, representing small and mid-sized businesses. He also worked as a solicitor for various local governments; and did work for Beaver County’s Children and Youth Services.

Rep. Kail is a graduate of Geneva College and Regent University School of Law. He and his wife, Abby, and their eight children live in Beaver, PA.

ABOUT THE SPEAKER

Matt Bradford proudly represents the citizens of central Montgomery County, while serving in Democratic leadership as the House Majority Leader. Previously, he served in leadership as Chair of the House Appropriations Committee from 2018-2023.

Prior to being elected by his peers as Appropriations Chair, Matt served for two years as Chair of the House State Government Committee and spent eight years as a member of the Appropriations Committee.

A lifelong resident of southeastern Pennsylvania, Matt earned both his undergraduate and law degrees from Villanova University. During his time at Villanova, Matt volunteered as a local CYO basketball coach and president of the College Democrats. 

In 2006, Governor Ed Rendell appointed Matt to serve as municipal administrator and chief executive officer of Norristown Borough. Matt, who at the time was working as a litigator at a Philadelphia law firm, left his job and committed himself to serving the community. In less than three years, Matt led the municipality away from bankruptcy, securing public and private investments and overseeing major improvements to public services. 

In 2009, Matt fused his passion for politics with his commitment to working families when he was elected to represent the citizens of the 70th Legislative District. He remains deeply committed to the community’s long-term success.

Matt is an avid Philadelphia sports fan. He lives in Worcester Township with his wife, Renee, and their four children.

ABOUT THE SPEAKERS

Commissioner Kathryn Zerfuss, Public Utility Commission
Kathryn L. Zerfuss was nominated to serve as Commissioner by Gov. Tom Wolf on Sept. 20, 2022, and subsequently confirmed by the Pennsylvania Senate on October 19, 2022. Her term will expire on April 1, 2026.

In her confirmation testimony before the Senate Consumer Protection and Professional Licensure Committee, Zerfuss said she respects the mission of the PUC and will work in a transparent, bipartisan way on the pressing utility-related issues that impact the individuals, families and businesses of this Commonwealth.

Commissioner Zerfuss is a highly regarded government affairs strategist, public servant and trusted adviser who has spent nearly 20 years advancing regulatory and policy issues with a concentration in education, workforce development, worker protections, tax fairness, victim rights and the environment.

She joined the Office of Governor Tom Wolf in the beginning of his second term as a Deputy Secretary for Legislative Affairs. Among many of her key contributions in this position, she advanced the state’s It’s On Us initiative to combat sexual violence at postsecondary schools; secured Pennsylvania’s first tax credit to help working families with childcare; and created the state’s free school breakfast program that serves students in all public and private schools.

Commissioner Zerfuss is a member of the National Association of Regulatory Utility Commissioners (NARUC), a non-profit organization dedicated to representing state public service commissions who regulate public utilities. Additionally, she serves on NARUC’s Committee on Energy Resources and the Environment.

Commissioner Zerfuss is only the ninth woman to serve on the PUC in its 85-year history. She currently serves with Chairman Gladys Brown Dutrieuille making it only the third time two women commissioners have served concurrently.

An alumna of Elizabethtown College in Lancaster County, with a bachelor’s degree in Political Science, she lives in Mechanicsburg and is married with three children. She grew up in Tamaqua, Schuylkill County.

Asim Haque, Vice President — State and Member Services, PJM
Asim State Government Policy, State Policy Solutions and Member Services, which includes Stakeholder Affairs, Client Management, Knowledge Management and State & Member Training. He leads PJM’s policy development and interaction with state government, which includes state commissions, governor’s offices, state legislatures and state security agencies. Haque also oversees PJM’s member interactions, which includes the PJM stakeholder process.

Prior to joining PJM, Haque was the chairman of the Public Utilities Commission of Ohio (PUCO). As the state’s chief regulator, he guided Ohio through some of the most relevant energy policy issues facing the nation, including Clean Power Plan compliance, cases related to the future of baseload power plants in competitive markets and distribution grid modernization.

Haque, an attorney, began his career at a large general practice firm and went on to work as in-house counsel at a global auto manufacturer prior to his appointment to the PUCO. He also serves on the board of the Philadelphia Education Fund, which works to create equitable opportunities for all students to succeed in college and career.

Haque holds a bachelor’s degree in chemistry and political science from Case Western Reserve University and a Juris Doctor from The Ohio State University Moritz College of Law.

Fernando Treviño, Special Deputy Secretary for Environmental Justice, DEP.
His work focuses on ensuring the fair treatment and meaningful involvement of all people with the development, implementation, and enforcement of environmental policies, regulation, and laws; as well as with respect to the identification of environmental issues that affect the most vulnerable communities.

Fernando has focused his entire career on working with vulnerable and underrepresented communities, advocating for immigrants’ rights, and empowering communities of color to have a voice in the political process and government. He joins DEP after having served as Pennsylvania State Director for NDRC and Pennsylvania Director of Constituency Outreach and Partnerships for For Our Future. He also served as Deputy Executive Director of the Mayor’s Office of Immigrant and Multicultural Affairs in Philadelphia, where, among other responsibilities, managed the City’s Language Access Program and acted as the Mayor’s liaison to the Commission on African and Caribbean Immigrant Affairs, Commission on Asian-American Affairs, and other diverse coalitions.

Fernando graduated from the UANL School of Law in Mexico, and received a postgraduate certification on International and Comparative Law at Temple University’s James E. Beasley School of Law.
