Heather Falck Major is the first Executive Director of the Independence Blue Cross (IBX) Foundation, where she leads philanthropic initiatives to positively impact health. With over two decades of healthcare experience in the financial services and nonprofit sectors, she directs the $130 million foundation’s strategic vision and operations and oversees $10 million in nonprofit funding annually. Heather also heads the IBX Foundation Community Health Institute.

As an accomplished communicator and impact strategist, Heather has presented at national events, served as managing editor of the foundation’s award-winning Journal of Change, and hosts the foundation’s global reaching podcast, Someone You Know®. Heather has been recognized with several business awards including the 2025 Modern Healthcare Innovators Award.

Heather is an inaugural member of the Leonard A. Lauder Community Care Nurse Practitioner Fellowship Advisory Board at University of Pennsylvania School of Nursing and serves on the Villanova University M. Louise Fitzpatrick Nursing Board of Consults and Jefferson College of Nursing Deans Advisory Council. Heather is a Board member of the Pennsylvania Society for the Prevention of Cruelty to Animals (PSPCA).

 

Dan LaVallee is a visionary executive leader dedicated to driving large-scale social impact through strategic innovation, policy leadership, and cross-sector collaboration. As Senior Director of UPMC’s Center for Social Impact, he leads a multi-million-dollar portfolio of programs designed to improve economic mobility, healthcare access, and social well-being for communities across Pennsylvania. Under his leadership, UPMC has redefined its approach to community investment, forging transformative partnerships that help individuals secure employment, stable housing, and essential social supports.

 A nationally recognized leader in workforce development, Dan created and spearheads UPMC Health Plan’s Pathways to Work program, which helped hire over 8,000 Medicaid members since 2021— reshaping UPMC’s recruitment strategy for those with barriers to work and bringing in more than $5 million in federal and state funding to Western Pennsylvania. He also led the creation of UPMC Health Plan’s first Neighborhood Center, an 8,000-square-foot hub in Pittsburgh’s East End providing integrated workforce, healthcare, and social services—a model now being replicated in Erie.

Dan’s expertise extends beyond healthcare and workforce strategy into public policy and governance. In 2014, he ran for Congress, becoming one of the youngest candidates in recent history. His leadership has been recognized through gubernatorial appointments by both Pennsylvania Governors Josh Shapiro and Tom Wolf—serving on the Pennsylvania Workforce Development Board and the Slippery Rock University Council of Trustees.

An influential board leader, Dan serves on the United Way of Southwestern Pennsylvania Executive Committee, where he co-chaired the 2022 regional campaign that raised $43 million—one of the youngest leaders ever to hold this role. He also sits on the boards of United Way of Pennsylvania, Partner4Work, YMCA of Greater Pittsburgh, Boys & Girls Club of Western PA, and Imani Christian Academy.

Dan’s impact has been widely recognized—he was named to Pittsburgh Magazine’s 40 Under 40, Managed Healthcare Executive’s “10 Emerging Leaders”, and received Achieva’s Excellence in Community Leadership Award in 2022. A Carnegie Mellon University graduate, Dan holds a B.S. in Public Policy & Management and an M.S. in Health Care Policy & Management. He resides in Pittsburgh, PA, with his wife and daughters.

 

Kristin Phillips-Hill was elected to serve York County citizens in the Pennsylvania Senate in 2018 and re-elected in 2022. She serves as Senate Majority Caucus Chair, where she leads legislative discussions to advance priorities for southern York County.

A fiscal hawk, Kristin advocates for transparency and accountability in government spending, earning recognition for exceeding expectations in expense reporting.

She has championed initiatives to reform health care processes, improve high-speed internet access, enhance protections for victims of human trafficking, and improve the state’s business climate with landmark permitting reform.

Kristin serves on key Senate committees, including the Communications & Technology (Vice Chair), Appropriations, Banking and Insurance, Consumer Protection and Professional Licensure, and State Government, and is a member of the Pennsylvania Broadband Development Authority to oversee high-speed internet expansion.

She holds a bachelor’s degree in political science and a master’s in public policy from Rutgers University. Kristin lives in York Township with her husband, Rick. They have three grown children: Victoria, Gavin, and Spencer.

 

Jen Swails is the former Secretary of the Budget for Pennsylvania Governor Tom Wolf’s administration and completed her tenure in 2021. In this role, she oversaw the Commonwealth budget. Prior to her appointment as Secretary of the Budget, Jen served the Commonwealth of Pennsylvania in the Governor’s Office of the Budget, the Department of Human Services, and the Senate Democratic Appropriations Committee.

Jen brings over 20 years of Pennsylvania government experience with comprehensive knowledge of state budgeting process, Medicaid and health care policy.  As Managing Director for the Sellers Dorsey team, Jen provides strategic guidance and project leadership to the client.  She uses her extensive knowledge of the state budget process and Medicaid funding, as well as legislative and executive branch experience to meet the needs of the Firm’s clients.

 

Nicole Stallings is president and CEO of The Hospital and Healthsystem Association of Pennsylvania (HAP), one of the nation’s largest state hospital associations. The association is Pennsylvania’s chief advocate for hospitals and their patients, representing their interests with state and federal leaders, the business community, and other stakeholders. HAP works with more than 230 member hospitals and health systems to support access to high-quality health care in Pennsylvania communities.

Drawing on more than two decades of strong experience in health care advocacy and policy development, Stallings is elevating HAP’s work to address a historic health care workforce crisis, secure the sustainability of hospital care throughout the commonwealth, and support hospitals in improving maternal health and advancing health equity.

Before joining HAP in June 2023, Stallings served as chief external affairs officer for the Maryland Hospital Association (MHA), leading efforts supporting hospitals in addressing workforce shortages, responding to COVID-19, enhancing behavioral health care, reducing readmissions, and improving care coordination. She also represented the hospital community during negotiations for Maryland’s all-payer hospital waiver contracts with the federal government and on public-private work groups focused on value-based payment models and statewide population health efforts.

At MHA, Stallings also held the roles of senior vice president, government affairs and policy; vice president, policy and data analytics; and assistant vice president, quality, policy and advocacy. She previously served as senior policy advisor to the Maryland Secretary of Health and chief of government relations and special projects for the Maryland Health Commission. She started her career with the New Jersey Hospital Association working on policy and legislative advocacy.

Stallings holds a bachelor’s degree in political science from Virginia Tech and a master of public policy degree with a concentration in health care from Rutgers University’s Edward J. Bloustein School of Planning and Public Policy.

 

Erica McReynolds is a Principal in PwC’s National Tax Services, Exempt Organization Tax Services practice.  Erica assists various tax-exempt organizations with complex compliance and consulting issues.  Erica works with large to mid-size universities, hospital systems, VEBAs and tax filing for trusts tax-exempt under IRC 401(a).  Her consulting experience includes assistance in resolving tax controversy, questions around unrelated business income, issues surrounding the private business use of tax-exempt bonds, US and cross border structuring, compliance with IRC section 501(r), and ASC 740 for tax-exempt entities. She is also experienced in state unrelated business income tax issues. 

Erica is a speaker at the Philadelphia Bar Institute (“PBI”), National Association of College and University Business Officers (“NACUBO”), Committee on Investment of Employee Benefit Assets (“CIEBA”) and Healthcare Financial Management Association (“HFMA”).

Erica is Erica received her undergraduate degree (a BA in Human Services) in 2001 from Villanova University (cum laude).  She obtained her Juris Doctor and LL.M. (Taxation) degrees Villanova University School of Law in 2005 and 2008 respectively.  Erica is a member of the Philadelphia and New Jersey Bar Association.
