OTO Report Shows Impact of Assisting Businesses Across Pennsylvania

Last week, a new report from the Pennsylvania Office of Transformation and Opportunity (OTO) revealed that in 2025 alone, the office provided support to over 300 businesses, enabling them to invest with greater certainty across Pennsylvania.

According to a press release, the OTO’s 2025 Impact Report highlights how the office is helping Pennsylvania businesses and communities succeed across key areas: providing support for major economic development projects (i.e., via the PA Permit Fast Track Program); reducing permitting timelines and increasing transparency (through a data-driven approach supporting PAyback, Pennsylvania’s first-in-the-nation online money-back guarantee for delayed permits); and championing statewide economic growth through the creation of more than 18,000 jobs and billions of dollars in private sector-investment.

“By cutting red tape, improving transparency, and working collaboratively across agencies, we’re building a faster, smarter, and more predictable government,” said Ben Kirshner, OTO’s Chief Transformation Officer. “The progress outlined in this year’s Impact Report shows that these reforms are not just ideas — they’re delivering real results for businesses and communities across Pennsylvania.”
