Bipartisan Competitiveness Caucus Building Momentum in 2026

The bipartisan co-chairs of the PA Economic Competitiveness Caucus released a statement last week highlighting progress and outlining priorities for the year ahead — signaling continued focus on practical, pro-growth policy despite divided government and budget constraints.

In its first year, the caucus brought together House and Senate lawmakers from both parties to serve as a forum for solutions-oriented discussion focused on strengthening Pennsylvania’s economic position. The co-chairs emphasized that collaboration across chambers and party lines can still deliver results for employers, workers, and communities.

A key part of that effort has been regional engagement with employers. In Hanover, caucus members met with business and community leaders at Utz to discuss workforce shortages, supply chains, energy costs, and regulatory challenges. In Collegeville, the caucus held a life sciences roundtable, hosted by Pfizer, that convened legislators and industry leaders to examine how Pennsylvania can better support research, commercialization, and global competitiveness. Caucus leaders said these conversations are shaping legislative priorities and will continue in the coming year.

The caucus also pointed to recent policy wins that are already improving Pennsylvania’s business climate. Those include the continued phase-down of the Corporate Net Income Tax, improvements to Net Operating Loss treatment, and enactment of historic permitting reforms designed to bring more certainty, transparency, and efficiency to project approvals. Together, caucus leaders said, these steps represent meaningful progress toward a more competitive, pro-growth environment.

Looking ahead to 2026, the caucus plans to expand regional roundtables, deepen engagement with employers, and advance bipartisan policy solutions focused on economic growth, workforce development, innovation, and long-term competitiveness. The co-chairs also invited additional lawmakers to join the caucus and take part in future discussions.

The PA Chamber supports the caucus’ work and is proud to partner with leaders from both the House and Senate to advance bipartisan, pro-growth measures that make Pennsylvania more competitive for business. Sustained collaboration between lawmakers and the business community remains essential to attracting investment, supporting job creation, and ensuring the Commonwealth can compete nationally and globally.
