As the Statewide Voice of Business with more than 12,000 members of all sizes in every industry, the PA Chamber is the driving force behind Pennsylvania’s growth trajectory. Working with elected officials, business leaders, and key stakeholders across the Commonwealth, we strive to create a competitive business climate that attracts investment and generates future-focused, family-sustaining jobs.

Throughout 2025, we achieved success on multiple fronts — and the impact of our efforts is being realized by employers statewide. Here are some of our most recent accomplishments:

Tax Reforms

We continued the phase-down of the Corporate Net Income Tax Rate from the second highest rate in the nation just a few years ago to a competitive 7.49 percent as of January 1, 2026, maintaining its scheduled reduction to 4.99 percent by 2031. We also raised the cap on Net Operating Loss deductions to 50 percent in 2026, with a scheduled increase to 80 percent by 2029. These reforms make Pennsylvania a more attractive destination for businesses of all sizes.

Permitting and Regulatory Reforms

Building on significant reforms from recent years, we accelerated project permitting and approval timelines, fostering a more responsive business environment. In 2025, the elimination of the Regional Greenhouse Gas Initiative (RGGI) – a cap-and-trade program previously tied up in the courts – brought clarity for energy project investors.

Energy Investment

Last year’s historic investments, including more than $90 billion in announced Pennsylvania energy projects and data centers, inspired us to launch the Energy and Innovation Institute – a collaborative forum uniting industry, government, and academia to advance smart policy that promotes energy investment, technological innovation, and job growth.

Workforce Development

We championed initiatives to recruit and retain childcare workers, advanced the PA Chamber’s workforce-centered childcare reform agenda, and supported efforts to help more lower-income individuals enter the workforce – delivering real economic benefits for employers and employees statewide.

Now that we’ve entered 2026, these achievements have translated into stronger economic outcomes, including:

  • Nation-Leading Business Survival: New data from the U.S. Bureau of Labor Statistics shows Pennsylvania ranks among the top states for five-year new business survival. 56 percent of businesses started in Pennsylvania remain open after five years, the third-highest percentage nationwide compared to the national average of 51.6 percent. 
  • Long-Term Stability: Research from the Center for American Entrepreneurship confirms that businesses launched in Pennsylvania are more likely to endure, signaling long-term economic strength rather than short-term gains.
  • National Recognition:
    • Moody’s Analytics reports Pennsylvania is the only state in the Northeast with a growing economy.
    • Site Selection Magazine ranked Pennsylvania 11th in its 2025 Business Climate Rankings, a seven-spot jump from the previous year. This improvement reflects our focus on pro-growth policies, permitting reform, site readiness, and increased investment.

These results are a direct outcome of policies the PA Chamber successfully championed to boost Pennsylvania’s competitiveness. Our member-driven advocacy has delivered more than $33 billion in savings for employers—equating to $5,056 per employee!
