ABOUT THE SPEAKER

Akbar Hossain currently serves as the Secretary of Policy and Planning for the Commonwealth of Pennsylvania. Prior to his appointment to Governor Josh Shapiro’s cabinet, Secretary Hossain served as the Executive Director of the Shapiro-Davis Transition and as Policy Director on the Shapiro for Pennsylvania gubernatorial campaign. Previously, he was a white-collar government investigations attorney at Morgan Lewis and served as a law clerk at the United States District Court for the Eastern District of Pennsylvania.

He has interned for the White House Office of Public Engagement and Intergovernmental Affairs, the Department of Homeland Security, and served as a Truman-Albright Fellow at the U.S. Department of Health and Human Services. Secretary Hossain has been recognized nationally as a Harry S. Truman Scholar, a Paul and Daisy Soros Fellow, and a member of the Aspen Global Leaders Network. His work has been featured on CNN, NPR, Huffington Post, Philadelphia Inquirer, and many other media outlets. Secretary Hossain has a Bachelor’s Degree from Franklin & Marshall College and a Juris Doctor from University of Pennsylvania Law School.

ABOUT THE SPEAKER

Richard Negrin – who will be the first Latino ever to be Secretary of the Department of Environmental Protection – most recently served as the Vice President of Regulatory Policy and Strategy and head of external affairs at Commonwealth Edison, where he led the development of clean energy regulatory policies and strategies. He also served as Deputy Mayor of Administration and Coordination and Managing Director of the City of Philadelphia, where he brought best practices to city government; and oversaw the development and implementation of PhillyRising, a first of its kind neighborhood initiative that is changing qualify of life in many of Philadelphia’s challenged neighborhoods and is being replicated in other cities. He has also served as a member of the Board of Directors for a number of community-based organizations, including Congreso de Latinos Unidos, where he served as Chair of the Governance Committee. He is a graduate of the Rutgers University School of Law and received his bachelor’s degree in political science from Wagner College.

Join the PA Chamber either in person or virtually for our June Government Affairs Roundtable – a FREE Investor Member event to provide you with the latest legislative and political information and discuss key issues impacting the broader employer community.  Our June roundtable will focus on 2023-24 budget negotiations as lawmakers aim to reach a deal by the June 30 budget deadline. Additionally, we are pleased to welcome Senator Scott Martin, Chairman of the Pennsylvania Senate Appropriations Committee as our featured speaker.

The remainder of the GA Roundtable agenda will highlight other items on the PA Chamber’s 2023 legislative priority list.

Scott Martin is a lifelong Lancaster County resident with deep roots in the community.  He was elected to his first term representing Pennsylvania’s 13th Senatorial District in November 2016 and re-elected in 2020. 

While in the Senate, dozens of Scott’s bills have become law as well as a Constitutional Amendment which was approved by Pennsylvania voters in May 2021 that limited the power of a governor to issue open-ended emergency declarations that last longer than necessary. 

Scott currently serves as Chair of the Pennsylvania Senate Appropriations Committee, which plays a crucial role in negotiating and developing the state budget and is responsible for reviewing all legislation for its fiscal impact. He previously served as Chair of the Senate Education Committee and Senate Local Government Committee.
