The Pennsylvania Chamber of Business and Industry believes that to best serve Pennsylvanians, it is necessary to advocate for environmental policies that demonstrate a commitment to both environmental integrity and economic growth. To achieve this, Pennsylvania’s environmental policies and regulations should be framed and implemented to concurrently meet these goals.
Therefore, the PA Chamber advocates for environmental policies and regulations that:
  • Are grounded in science and a balanced evaluation of environmental risks compared to economic impacts to businesses operating in the Commonwealth;
  • Are clearly understood, straightforward to implement, and provide regulatory certainty through timely, predictable, and transparent permitting, review, and decision-making processes;
  • Provide the Commonwealth with the ability to resolve permitting delays caused by inconsistent or obstructive local processes, ensuring that, for projects of significant public or statewide importance, critical infrastructure and economic development efforts are not unnecessarily stalled;
  •  Support clear environmental protection goals, while allowing for flexibility and creativity in how they are achieved;
  • Make measurable improvements to environmental health and quality metrics without increasing opportunities for unnecessary violations, fines, or penalties;
  • Establish clear and consistent compliance standards that are science-based and shaped through a thoughtful stakeholder engagement process;
  • Do not impose unnecessary costs or regulatory burdens on businesses;
  • Do not extend beyond federal requirements unless there is a well-supported, scientific justification that considers Pennsylvania-specific conditions and provides a cost-effective benefit to the Commonwealth;
  • Foster private-public relationships that promote collaboration and support proper compliance and continuous improvement;
Additionally, the PA Chamber supports voluntary sustainability programs that encourage businesses in Pennsylvania to efficiently and effectively meet environmental health objectives while also promoting financial stability and long-term economic growth.

The PA Chamber tracks and engages in environmental policies and regulations as follows:

Air:
The PA Chamber supports cost effective and science-based air quality policies and regulations that are reasonable and technologically and economically feasible to protect and enhance public health and the environment without placing in-state businesses at a competitive disadvantage. The PA Chamber supports thoughtful approaches to reduce greenhouse gas emissions that balance societal environmental, energy, and economic priorities. Any efforts should align with applicable national or international policies and regulations and capitalize on Pennsylvania’s diverse natural resources to support responsible economic development across the Commonwealth.

Waste:
The PA Chamber supports waste management policies and regulations that are based on sound principles and encourage conservation, waste reduction, recycling and beneficial reuse. The PA Chamber supports policies that ensure the safe, effective, and responsible disposal of waste materials and opposes policies that would unnecessarily increase the costs of waste management, without benefits to public health or the environment.

Water:
The PA Chamber supports policies and regulations that provide for a fair and equitable distribution of water management responsibilities across businesses and industries that are proportional to their relative contribution to water quality challenges. The PA Chamber supports the use of innovative, well-structured solutions as part of a comprehensive water resource management plan that encourages water quality improvements. The PA Chamber supports strengthening Pennsylvania’s water use data and planning programs to ensure a reliable basis for assessing current and potential future water resource challenges, which is essential for public and private decision-making.

Stormwater:
Stormwater management remains a growing challenge across Pennsylvania, affecting both water quality and quantity, including storm flow, flooding, and groundwater recharge. Communities with combined sewer systems and municipal separate storm sewer systems (MS4s) face increasing pressure to address these impacts. Meeting these challenges will require targeted programs and infrastructure investments coordinated at the watershed or multi-municipal level. The PA Chamber supports development and implementation of cost-effective stormwater planning, regulatory and infrastructure investment programs that are coordinated at the county and/or watershed level, including utilization of community-based public-private partnerships, as well as stormwater authorities and utilities. Costs of stormwater programs should be distributed equally among properties within a watershed, based on their relative contributions to stormwater runoff, with appropriate credits given to the investments made by industrial and commercial property owners in implementing on-site stormwater management controls to avoid or mitigate stormwater impacts.

Land Use Planning:
Land use planning requires simple, expeditious and efficient procedures to obtain appropriate required approvals. Clear delineations between the role of local land use planning and regulation and the responsibility of state government are essential, especially with respect to the permitting and regulation of air quality, water resources and water quality, solid waste management, and critical mineral resources. Environmental policies regulations should be established and enforced consistently across the Commonwealth, serving their intended purpose and not used to control, or as a barrier to local land use and development.

Natural Resources Management:
Pennsylvania’s natural resources, including coal and non-coal minerals, oil, natural gas, water, and timber, are essential components of the Commonwealth’s economy and environment. The PA Chamber supports management strategies that ensure sustainable use of renewable natural resources, such as water and timber, while also promoting responsible and environmentally sound development of non-renewable resources, such as coal and other minerals. The PA Chamber also supports the thoughtful, planned development of publicly owned natural resources on state-owned lands, such as forests and game lands, consistent with multi-purpose management of those public lands. We oppose moratoriums or similar mechanisms that unnecessarily limit the responsible use and economic potential of these resources.
